Quick Answer: A consolidated cargo to Mexico calculator prices your shipment by chargeable weight or cubic meter, not by the box. You enter dimensions, weight, origin ZIP and destination city, and the tool returns a rate in seconds. Ground consolidation from Texas reaches Mexico City in about 6-12 days.
- Consolidated freight (LTL ground or LCL ocean) charges by chargeable weight — the greater of actual kilos or volumetric kilos — so bad dimensions, not heavy cargo, cause most quote surprises.
- Mexico charges IVA at 16% on customs value plus duty and other import charges (Ley del IVA art. 27); the 8% northern-border rate does not apply to imports.
- US-origin goods can enter at 0% IGI when USMCA origin is certified with the nine data elements — no formal certificate form required.
- Above roughly 10-12 CBM, a full container usually beats consolidation per cubic meter. Use the calculator on this page to see both.
A calculadora carga consolidada a méxico only works if you feed it the same four numbers a carrier's rating engine uses. This guide shows those numbers, the formulas behind them, and the Mexican tax layer that sits on top of every freight rate.

Shipping from another state? Which port to read
Each port in the table is the one that cargo from these states usually leaves through. Miami: Florida. Houston: Texas, Oklahoma, Louisiana, Arkansas, Mississippi, New Mexico, Colorado, Kansas, Missouri and Nebraska. New Jersey: New York, New Jersey, Pennsylvania, Connecticut, Massachusetts, Rhode Island, Vermont, New Hampshire, Maine, Delaware, Maryland, Virginia, District of Columbia and West Virginia. Los Angeles: California, Nevada, Arizona, Utah and Hawaii. Georgia, South Carolina, North Carolina, Tennessee, Kentucky and Alabama ship through Savannah; Illinois, Indiana, Wisconsin, Michigan, Ohio, Minnesota, Iowa, North Dakota and South Dakota ship through Chicago (rail); Washington, Oregon, Idaho, Montana, Wyoming and Alaska ship through Seattle / Tacoma: those ports are not in the table yet. We pick up in every state, and the calculator finds the best port from your city.
How do I calculate the cost of consolidated cargo from the United States to Mexico?
Quick Answer: Consolidated cargo to Mexico is priced on chargeable weight or cubic meters, plus fixed origin and destination charges. You need three inputs: box dimensions in centimeters or inches, gross weight, and origin ZIP with destination city. The calculator on this page converts those into a live 2026 rate in seconds.
Four inputs drive every consolidated quote. Miss one and the number you get is a guess.
- Measure each box or pallet to its outermost point, in centimeters or inches.
- Weigh the gross weight, including the pallet, wrap and dunnage.
- Enter your origin ZIP code — it sets the pickup and linehaul leg.
- Choose the destination city: CDMX, Monterrey, Guadalajara or Cancún.
Never accept a "price per box" quote. No carrier on this lane bills by piece count. They bill by chargeable weight or cubic meter, and a box count tells them nothing about either.
Why commercial value and HS code belong in the quote
Your commercial value and tariff classification do not change the freight rate. They change the tax bill. Mexico classifies imports with an 8-digit fracción arancelaria plus a 2-digit NICO, whose first six digits are the HS code, declared on the pedimento (SNICE, Secretaría de Economía).
That classification sets your IGI duty rate. The declared value sets the base for IGI, IVA and DTA. Both belong in your landed-cost math from day one.
How your Incoterm changes the total
Incoterms 2020 decide which cost blocks the quote covers. The same pallet quoted EXW versus DDP can differ by thousands of dollars, because DDP folds in Mexican duty, IVA, brokerage and final-mile delivery.
| Incoterm 2020 | Origin pickup | Export clearance | Linehaul / ocean | Duty + IVA | Final mile MX |
|---|---|---|---|---|---|
| EXW | Buyer | Buyer | Buyer | Buyer | Buyer |
| FCA | Seller | Seller | Buyer | Buyer | Buyer |
| FOB | Seller | Seller | Buyer | Buyer | Buyer |
| CIF | Seller | Seller | Seller | Buyer | Buyer |
| DAP | Seller | Seller | Seller | Buyer | Seller |
| DDP | Seller | Seller | Seller | Seller | Seller |
Pro Tip
DDP looks clean to the buyer and dangerous to the seller. Under DDP you become responsible for Mexican import-side liability, and you need an importer of record with an RFC in the padrón de importadores. Most US exporters are better off quoting DAP and letting the Mexican buyer clear.
Once your volume climbs, consolidation stops being the cheap option. Our breakdown of USA-Latin America FCL vs LCL: The 10 CBM Breakpoint walks through where that line sits.

Go to the calculator →What is consolidated cargo (LTL/LCL) and how does it work to Mexico?
Quick Answer: Consolidated cargo is freight from several shippers loaded into one truck or one ocean container. You pay only for the space you occupy. For Mexico, consolidation runs two ways: ground LTL through a Laredo or Otay Mesa cross-dock, or LCL ocean into Manzanillo, Veracruz or Altamira.
Both paths share one principle. Your pallet rides with other importers' freight, so the fixed cost of the truck or container splits across everyone. The trade-off is two to five extra days for consolidation and deconsolidation.
Ground consolidation (LTL)
Origin pickup runs to a US consolidation warehouse. From there the linehaul moves to the border, cross-docks at Laredo, El Paso, Otay Mesa, Nogales or Pharr, then a Mexican carrier runs the domestic leg. Faster for most US origins and cheaper to the northern states.
Ocean LCL
Cargo is stuffed at a CFS in Houston, Los Angeles/Long Beach, Savannah or New York/New Jersey. The container sails to Manzanillo, Veracruz, Lázaro Cárdenas or Altamira, then deconsolidates. Slower, but competitive for heavy, dense cargo and central or southern Mexico.
Which gateway does your region use?
Your origin decides your gateway, and your gateway decides both price and transit.
- Texas and the central states cross at Laredo
- California and the Southwest cross at Otay Mesa, or sail from Los Angeles/Long Beach
- The Southeast ships via Houston or Savannah
- The Midwest moves by rail through Chicago to Laredo
- The Northeast feeds New York/New Jersey for ocean, or trucks south to Laredo
- Florida ships through Miami or trucks to Houston
Bonded versus non-bonded CFS handling
Arrival day is not release day. At a bonded CFS, cargo sits under customs control until the pedimento clears. At a non-bonded facility it cannot. Deconsolidation typically adds 2-4 working days after vessel arrival, and that gap is where most "where is my cargo" calls come from.
The same mechanics govern every LCL lane out of the US. See our walkthrough of LCL Shipping USA to Guatemala 2026: Instant Quotes for a comparable consolidation flow.
What is the volumetric weight formula for shipping to Mexico?
Quick Answer: Volumetric weight converts the space your cargo occupies into kilos. Air and ground consolidation each apply a divisor or kilos-per-cubic-meter factor that the carrier sets, so confirm the factor in your quote. Ocean LCL bills on the weight or measure rule. You pay the higher of actual or volumetric.
Three modes, three divisors, three different answers for the same pallet. This single fact explains most quote disputes on the envío por metro cúbico a méxico lane.
Worked example: one standard pallet
Take a pallet measuring 120 x 100 x 150 cm with a gross weight of 180 kg.
- Volume: 1.20 x 1.00 x 1.50 = 1.80 CBM
- Air consolidation: the volume is converted with the carrier's air divisor and can bill above the 180 kg actual weight
- Ocean LCL: 1.80 CBM vs 180 kg actual → bills on 1.80 CBM (W/M rule)
- Ground consolidated: the carrier's kilos-per-CBM factor applied to 1.80 CBM can bill well above 180 kg
Chargeable basis for the same 1.80 CBM pallet
| Mode | Divisor / rule | Chargeable basis |
|---|---|---|
| Actual scale weight | Gross weight | 180 kg |
| Air consolidation | Carrier's air divisor | Greater of actual or volumetric kg |
| Ocean LCL | Weight or measure | 1.80 revenue tons |
| Ground consolidated | Carrier's kg-per-CBM factor | Greater of actual or volumetric kg |
Source: billing rules by mode applied to a 120x100x150 cm pallet · 2026
Note the LCL row. Ocean LCL bills on the weight or measure rule, so it takes the greater of CBM or metric tons — a 1.80 CBM pallet at 180 kg bills as 1.80 revenue tons.
The density threshold that decides your bill
Cargo under about 180 kg per cubic meter almost always bills volumetric on ground consolidation. Dense machinery parts, tooling and metal stock bill on actual weight. Plastics, furniture and packaging bill on air.
Measure to the outermost point
Include pallet overhang, shrink wrap and any protruding corner. Cross-docks remeasure with laser dimensioners. A pallet declared at 120 cm that measures 128 cm triggers a reweigh and remeasure fee plus a revised rate — and the revision always goes up, never down.
How much does it cost to send a pallet to Mexico with consolidated freight?
Quick Answer: The cost of one pallet to Mexico depends on chargeable weight, origin ZIP, destination city, Incoterm and declared value. Freight is only part of it: customs brokerage, DTA, prevalidation and IVA sit on top. The calculator on this page prices your exact pallet from any US origin in seconds.
Every carga consolidada a méxico precio breaks into eight blocks. A quote that shows one lump sum is hiding at least three of them.
- Origin pickup from your dock or residence
- Consolidation and warehouse handling at the US cross-dock
- Linehaul to the border or to the ocean CFS
- Border crossing and transfer to the Mexican carrier
- Customs brokerage — the agente aduanal fee
- IGI duty, DTA, prevalidación and IVA
- Final-mile delivery to CDMX, Monterrey, Guadalajara or Cancún
- Accessorials
Accessorials that quietly inflate a quote
Accessorials are the difference between the rate you saw and the invoice you got. The common ones on this lane: liftgate, residential pickup, limited access, inside delivery, reweigh, non-stackable pallet and detention.
A non-stackable pallet is the expensive one. Declaring cargo non-stackable means the carrier sells you the full cube above your freight, so a 1.5-meter pallet can bill as a 2.4-meter one.
Why distance from the border beats distance from your door
A Chicago shipment rails to Laredo at a low cost per kilo. That is the easy leg. The expensive leg is the Mexican linehaul from Nuevo Laredo to the final city, which prices separately and climbs steeply past Monterrey.
Cancún is the clearest example. It sits far from every northern crossing, so ground freight there often loses to an ocean routing via Veracruz or Altamira.
Declared value does double duty
Your declared value sets the cargo insurance premium and feeds the customs value used for IGI, IVA and DTA. Understating it to save on duty is a customs offense. Overstating it raises your tax bill. Declare the real commercial invoice value and confirm classification with a licensed agente aduanal.
The per-cubic-meter logic is identical across Latin America. Our guide to LCL Shipping to Colombia Calculator: Price per CBM 2026 shows the same pricing model on a Caribbean lane.

Go to the calculator →How much tax do I pay when importing consolidated cargo into Mexico?
Quick Answer: Mexican imports pay IGI (import duty) by tariff classification, plus IVA at 16% calculated on customs value plus the duty and other charges payable on import, per Ley del IVA article 27. Ordinary imports also pay DTA at 8 per thousand of customs value and electronic prevalidation of MXN 350.00 plus IVA.
Four charges stack on a formal Mexican import. Here is each one with its legal source.
- IGI (import duty) — depends on the tariff classification of each item. There is no single official rate for mixed cargo; it is set by fracción arancelaria.
- IVA — 16% on customs value plus the import duty and the other charges payable on import (Ley del IVA art. 27).
- DTA — 8 per thousand of the customs value on an ordinary import (Ley Federal de Derechos art. 49-I).
- Prevalidación — MXN 350.00 plus IVA for each pedimento (RGCE 2026 rule 1.8.3).
Your freight cost is inside the tax base. Mexico calculates IGI on customs value, equal to FOB price plus freight and insurance to the Mexican border or port (Ley Aduanera). Cheaper freight therefore lowers your duty and your IVA too.
Worked example: the full tax stack
Assume a customs value of USD 10,000 (FOB goods plus freight and insurance to the border) and an IGI rate of 10% on that classification.
- Customs value: USD 10,000
- IGI at 10%: USD 1,000
- IVA base: 10,000 + 1,000 + other import charges = USD 11,000+
- IVA at 16%: about USD 1,760
- DTA at 8 per thousand: USD 80
- Prevalidación: MXN 350.00 plus IVA, per pedimento
Total tax on this example lands near USD 2,840 plus brokerage. The IGI rate is illustrative only — yours comes from your own classification.
The 8% border IVA does not apply to imports
The northern-border stimulus is not granted for importing goods, so imports pay the general 16% rate in every case (Decreto de estímulos fiscales región fronteriza norte, DOF 31-12-2018). Confirm your classification and any COFEPRIS, SENASICA or SEMARNAT permit requirement with a licensed agente aduanal before you ship. AB Group Shipping is a freight forwarder, not legal counsel.
Can USMCA, IMMEX or Regla 8a lower the duty in your quote?
Quick Answer: Yes. US-originating goods imported with a pedimento can enter Mexico at 0% IGI when USMCA origin is certified, per the International Trade Administration. USMCA no longer requires a formal certificate form — a minimum set of nine data elements proves origin and may sit on the commercial invoice itself.
This is the single largest lever on your landed cost. Per trade.gov's "USMCA Day One" guidance, the certification must include the goods description and the 6-digit HS tariff classification, and the nine data elements can live on an invoice or any other document.
0% IGI does not mean 0% tax
USMCA removes the duty, not the rest. IVA at 16%, DTA and prevalidación still apply to a qualifying shipment. Buyers who budget for "duty-free" and forget IVA are the ones who abandon cargo at the cross-dock.
IMMEX, PROSEC and Regla 8a
These are duty-relief programs for qualifying Mexican manufacturers. IMMEX covers temporary import for production and re-export. PROSEC and Regla 8a work on sector-specific inputs. Eligibility and paperwork must be confirmed with a licensed agente aduanal — none of them apply automatically to a consolidated shipment.
Re-verify any classification you used in 2025
A decree published in the DOF of 29 December 2025 changed 1,463 tariff lines with effect from 1 January 2026. Also confirm before booking that your consignee holds an RFC and is registered in the padrón de importadores (SAT). Without that registration, a formal pedimento cannot clear.
How long does consolidated cargo take to arrive in Mexico City from Texas?
Quick Answer: Ground consolidated freight from Texas reaches Mexico City in about 6 to 12 days door to door, including cross-dock, border clearance and Mexican linehaul. LCL ocean from Houston to Veracruz runs longer, and air consolidation lands in days. Clearance holds and red-light inspections add unpredictable time.
Laredo–Nuevo Laredo handles the highest truck volume of any US–Mexico border crossing and sits roughly 140 miles from Monterrey (Bureau of Transportation Statistics, U.S. DOT, 2025 release). Volume brings both scale and queues.
| Crossing / port | Days to Monterrey | Days to CDMX | Days to Guadalajara |
|---|---|---|---|
| Laredo – Nuevo Laredo | 4-7 | 6-12 | 7-13 |
| Pharr – Reynosa | 4-7 | 7-12 | 8-14 |
| El Paso – Ciudad Juárez | 6-9 | 8-14 | 8-13 |
| Nogales – Nogales | 7-11 | 9-15 | 7-12 |
| Otay Mesa – Tijuana | 8-12 | 9-16 | 8-14 |
| Houston → Veracruz (LCL) | 14-22 | 13-20 | 16-24 |
| LA/Long Beach → Manzanillo (LCL) | 18-26 | 16-24 | 14-22 |
Ranges are door-to-door and include consolidation, cross-dock, clearance and Mexican linehaul.
The semáforo fiscal and the cut-off trap
Mexican customs runs the semáforo fiscal: green releases without inspection, red triggers a physical inspection (Ley Aduanera). We do not publish an average delay for a red light, because no official figure exists.
The second timing trap is yours to control. Consolidation cut-off is not vessel ETD or truck departure. Miss a weekly cut-off by two hours and your cargo waits a full week in the warehouse.

Go to the calculator →Is consolidated freight cheaper than a full container to Mexico?
Quick Answer: Consolidated freight wins below roughly 10 cubic meters. Above that threshold, a 20-foot container usually costs less per cubic meter and moves faster because it skips deconsolidation. Courier beats both under about 70 kg. The calculator on this page compares consolidated, FCL and air side by side for your cargo.
| Mode | Billing basis | Ideal volume | Transit (door-door) | Handling / damage risk |
|---|---|---|---|---|
| Courier | Chargeable kg (÷5,000) | Under ~70 kg | 2-6 days | Low |
| Air consolidation | Chargeable kg (volumetric) | 70-500 kg | 3-8 days | Low-medium |
| Consolidated LTL ground | Chargeable kg / CBM | 1-10 pallets | 6-14 days | Medium-high |
| LCL ocean | CBM or revenue ton | 2-12 CBM | 13-26 days | High |
| FTL truckload | Flat per truck | 12+ pallets | 5-10 days | Low |
| FCL 20ft | Flat per container | 10-33 CBM | 12-22 days | Low |
Stay consolidated when…
You ship under 10 CBM or fewer than 10 pallets, your cargo is dense, and you can absorb 2-5 days of consolidation. You pay only for the space you use, and one pedimento still covers the whole shipment.
Switch to FCL when…
You cross 10-12 CBM, ship fragile or high-value goods, or need fewer touch points. A sealed container skips the cross-dock and the destination deconsolidation entirely, cutting both damage risk and days.
The breakpoint moves. Density, destination city and peak-season surcharges all shift it. Our full analysis of USA-Latin America FCL vs LCL: The 10 CBM Breakpoint runs the math. Business shippers comparing modes can also review this 2026 guide to shipping from the USA to Mexico for business.
Adding a vehicle to the load? Vehicles price separately and never ride in a consolidated LTL pallet quote. See Car Shipping to Mexico Calculator: 7-Day Transit 2026. Note also that vehicles sit outside the menaje de casa exemption (Ley Aduanera art. 61-VII).
What documents and mistakes change your Mexico consolidated quote?
Quick Answer: A formal Mexican import needs a commercial invoice, bill of lading or air waybill, packing list, USMCA certification where claimed, and NOM certificates or permits where required, per the Ley Aduanera. The Complemento Carta Porte travels inside the Mexican carrier's CFDI for the domestic leg.
- Factura comercial — full description, unit values, Incoterm, currency
- Packing list — piece count, dimensions, gross and net weight per pallet
- Bill of Lading or Air Waybill — matching the invoice exactly
- Pedimento — completed per Annex 22 of the RGCE 2026 (SAT, DOF 15 January 2026)
- USMCA nine data elements — where origin is claimed
- NOM certificates or permits — where the classification requires them
Mexico's COFEPRIS, SENASICA and SEMARNAT may require import permits depending on the tariff classification (USDA FAIRS Country Report, Mexico). Check this before booking, not after the container sails.
The mistakes that raise your invoice
- Understated dimensions — remeasured at the cross-dock, rate revised upward
- Wrong HS code — wrong duty, possible fine, possible hold
- Non-stackable pallets not declared — rebilled at full cube
- Missing consignee RFC or padrón registration — cargo cannot clear
- Incomplete packing list — inspection risk at the semáforo fiscal
Missing paperwork follows you for years
Mexico's SAT can seize formally imported merchandise lacking a pedimento, even years later during an audit (Ley Aduanera, last reformed DOF 19-11-2025). Keep the full file. Also note that carrier liability is not insurance — it is capped and limited. Insure on commercial invoice value plus freight.
For the Mexican domestic leg, the Complemento Carta Porte is issued by the Mexican carrier inside the CFDI electronic invoice (SAT). It is their obligation, but a missing one strands your cargo. Rate context across the corridor is also covered in this overview of freight rates and shipping requirements for Mexico.

Mexican imports pay IVA at 16% on the customs value plus the import duty and other charges payable on import, under Ley del IVA article 27. Import duty (IGI) depends on your tariff classification, and US-origin goods can enter at 0% IGI when USMCA origin is certified. Ordinary imports also pay DTA at 8 per thousand of customs value.
Ground consolidated freight from Texas typically reaches Mexico City in about 6 to 12 days door to door. That window includes cross-dock handling, the Laredo border crossing, customs clearance and Mexican linehaul. A red light on the semáforo fiscal triggers a physical inspection and adds time.
Yes, below roughly 10 cubic meters. Consolidation lets you pay only for the space you use, while a 20-foot container charges a flat rate regardless of fill. Above about 10 to 12 cubic meters, the full container usually costs less per cubic meter and moves faster because it skips deconsolidation.
No. The northern-border tax stimulus is not granted for importing goods, so imports pay the general 16% rate in every case, per the Decreto de estímulos fiscales región fronteriza norte published in the DOF on 31 December 2018. Confirm your specific case with a licensed agente aduanal.
