Quick Answer: Commercial exports from the USA to Argentina need six core documents: commercial invoice, packing list, Bill of Lading or Air Waybill, certificate of origin where a preference or control applies, insurance certificate, and the import declaration filed by a licensed despachante de aduana. With AB Group Shipping, a 20 ft container from Miami starts at $972 (September 2026 quote).
- Six documents move almost every commercial shipment to Argentina: Factura Comercial, packing list, transport document (B/L, AWB or CRT), certificate of origin when a preference or control applies, insurance certificate, and the import declaration filed in ARCA's system.
- Under Argentina's régimen general a licensed despachante de aduana is mandatory; the courier regime (up to USD 3,000 FOB per shipment, 50 kg per package) is the only channel that waives it, and it does not apply to ocean LCL.
- US-origin goods get no Mercosur preferential duty — the certificate of origin is still filed for trade controls and statistics, but ACE 18 and ACE 35 preferences do not reach US-made cargo.
- Documents in English need a Spanish translation certified by a traductor público nacional, and foreign-issued documents must be certified, legalized or apostilled (RG AFIP 3109/2011, art. 6).
The document file decides the shipment, not the port. Argentine customs reads the invoice, the packing list and the transport document as one consistent set — and any gap between them puts your container in a review channel.

What documents do I need to export to Argentina?
Quick Answer: Every commercial shipment to Argentina needs a commercial invoice (Factura Comercial), a packing list, the transport document, and the import declaration filed by a licensed customs broker. Add a certificate of origin and an insurance certificate when a preference or control applies, plus any product-specific permit tied to the NCM code.
The International Trade Administration confirms the core set for Argentine imports. An LCL import under the general regime requires a commercial invoice, packing list and House Bill of Lading, plus a certificate of origin and ISPM-15 wood treatment depending on the goods. You can read the official list in the Argentina - Import Requirements and Documentation guide.
The list is short. The detail inside each document is what fails.
Master document checklist: USA to Argentina
| Document | Who issues it | Original or copy | What fails without it |
|---|---|---|---|
| Factura Comercial (commercial invoice) | US exporter | Signed original, Spanish translation when required | No valuation base; declaration cannot be filed |
| Packing list | US exporter or packer | Copy accepted | Physical inspection mismatch, channel escalation |
| Bill of Lading / AWB / CRT | Carrier or NVOCC | Original B/L or telex release | No cargo release at destination |
| Certificate of origin | Chamber of commerce in the USA | Original, legalized or apostilled | Trade control not satisfied for the NCM position |
| Insurance certificate | Insurer or broker | Copy usually accepted | Customs may impute an insurance value into CIF |
| Import declaration | Licensed despachante de aduana | Filed electronically under the importer's CUIT | Cargo stays under customs control |

What Argentine customs actually reads on the invoice
The Factura Comercial carries the data the declaration is built from. Keep it complete and literal.
- Full legal names and addresses of seller and buyer
- The Argentine buyer's CUIT importador Argentina documentos reference — the CUIT number must appear exactly as registered
- A product description per line item precise enough for the despachante to classify it under the NCM
- The Incoterm 2020 with its named place, for example "FOB Miami" or "CIF Buenos Aires"
- Unit price, total value and currency
- Country of origin, net weight and gross weight
The packing list must tie line by line to the invoice. Carton counts, pallet counts and weights all have to agree. In our experience across the USA–Latin America corridor, value and quantity gaps between the two documents are the most common trigger for an orange or red channel review. For crating and declared-value practice on sensitive cargo, our Moving Electronics and Fragile Items Internationally: 2026 Packing Guide for USA to Central America covers the packing discipline that keeps the list accurate.
Commercial cargo is not a household move
A personal move follows a completely different ARCA procedure. A returning Argentine files a note requesting entry of the goods with full personal data, a packing list with a brief description and the total value in US dollars, the DNI, the passport from cover to cover, and the constancia de CUIL. They also file the transport document — CRT, bill of lading or air waybill — and a sworn declaration of the date of definitive return.
If you are relocating rather than importing stock, start with Moving Abroad From the USA: Complete Guide.
Do not mix the two files
Goods whose quantity, nature or variety suggests commercial or industrial purposes fall outside the personal-effects regime, per ARCA. Shipping sale stock inside a household move is the fastest way to lose both the shipment and the franchise.

Go to the calculator →Which documents change by transport mode?
Quick Answer: The transport document changes with the mode: an ocean Bill of Lading for FCL and LCL, an Air Waybill for air freight, a CRT plus MIC/DTA for overland legs through neighboring countries, and a courier manifest for door-to-door parcels. Everything else — invoice, packing list, permits — stays the same.
| Mode | Transport document | Issuer | Main documentation risk |
|---|---|---|---|
| Ocean FCL | Master Bill of Lading | Ocean carrier | Telex release delays; consignee name mismatch |
| Ocean LCL | House Bill of Lading | NVOCC / consolidator | House B/L consignee must match the CUIT holder exactly |
| Air freight | Air Waybill (AWB) | Airline or IAC | Wrong Spanish legal name on the consignee line |
| Road (regional leg) | CRT + MIC/DTA | International road carrier | CRT and MIC data mismatch at the border post |
| Courier | Courier manifest / house AWB | Courier operator (PSP) | Exceeding USD 3,000 FOB or 50 kg per package |
Ocean: the B/L is the title
The carrier issues the Master B/L; the NVOCC issues the House B/L. On packing list y bill of lading Argentina files, the LCL consignee releases against the House B/L only. The name on it must match the CUIT holder character for character — no abbreviations, no trade names.
Air: the AWB is not a title
The Air Waybill is a non-negotiable contract of carriage. Cargo releases against the consignee's identity, not against an original paper. A wrong Spanish-language legal name on the AWB is a real hold at Ezeiza, and a correction costs days.
When does road documentation apply to US cargo?
Only when the cargo lands in a neighbouring country first. Some US shipments arrive at Santos, Valparaíso or Montevideo and finish overland into Argentina. That leg uses the CRT (Carta de Porte Internacional) and the MIC/DTA (Manifiesto Internacional de Carga / Declaración de Tránsito Aduanero). The crossings you will see on the file are Cristo Redentor from Chile, Paso de los Libres from Brazil and Clorinda from Paraguay.
Pro Tip: cut-off is not ETD
Port documentation cut-off and vessel ETD are different dates, often several days apart. Shipper's instructions and the B/L draft are due before cut-off, on a deadline the carrier or forwarder sets — confirm it at booking. Working backwards from the sailing date is how shippers miss the boat with a correct file.
Who files the import: despachante de aduana, CUIT and the general regime
Quick Answer: A despachante de aduana is a licensed customs broker who files the import declaration in Argentina's customs system and takes legal responsibility for its accuracy. ARCA requires one under the régimen general. Only the courier regime waives the broker, and that waiver does not reach ocean LCL shipments.
Argentina's Dirección General de Aduanas sits inside ARCA (Agencia de Recaudación y Control Aduanero), the agency that replaced AFIP under Decreto 953/2024 in October 2024. The broker files under the importer's CUIT. That is why the invoice, the B/L consignee and the CUIT holder must be the same legal entity, spelled the same way.
Imports draw one of four selectivity channels — green, orange, purple (morado) and red — under AFIP/ARCA Resolución General 743 and restated in RG 5644/2025. Exports use three: green, orange and red. Green releases fastest. Red means documentary review plus physical inspection.
| Channel | Broker required | Value limit | Applies to ocean LCL |
|---|---|---|---|
| Régimen general | Yes — licensed despachante | No limit | Yes |
| Courier / PSP | No | USD 3,000 FOB per shipment, 50 kg per package | No |
| Correo Argentino Puerta a Puerta | No | Separate postal channel with its own rules | No |
ARCA states that courier shipments may or may not have a commercial purpose. The "presumed commercial purpose" exclusion belongs to the Pequeños Envíos personal-use regime, not to courier as a whole.
Pro Tip: system names move, the obligation does not
You will hear Malvina/SIM, SEDI and VUCEA named as the filing route. These system names and their screens change often. Confirm the current filing path with your licensed despachante, or with our team, before you commit to a sailing. Tierra del Fuego also runs its own customs regime under Ley 19.640 — check treatment before shipping to Ushuaia or Río Grande.
Certificate of origin, NCM code and why US goods get no Mercosur preference
Quick Answer: Argentina requires a certificate of origin whenever a tariff preference or trade control applies, and the duty rate itself comes from the 8-digit NCM code of the Mercosur Common Nomenclature. US-made goods receive no Mercosur preferential treatment, so a MERCOSUR or ALADI form will not cut the duty on US-origin cargo.
This is where most guides on documentos para exportar a Argentina get it wrong. ACE 18, ACE 35 and ACE 6 are agreements between Mercosur and ALADI members. Mercosur preferences apply only to goods originating in member countries. A US-made pump shipped from Houston does not qualify, whatever form you attach.
The certificate still matters. Argentina requires one where a trade control applies to your NCM position, and customs uses it to verify origin for statistics and trade-defence measures.
Who issues a US certificate of origin?
The exporter's local chamber of commerce issues and stamps it. The document is then notarized and, where required, legalized or apostilled. Build in a week. Chambers in Miami, Houston and New Jersey turn these around quickly, but the apostille adds its own queue.
How do you find the right 8-digit NCM?
Start from the US HTS code, confirm the Mercosur heading, then have the despachante validate the 8-digit position. The NCM code decides the duty rate, the required permits and the licensing status of your product. Getting it wrong at the quote stage changes the landed cost after the goods are already on the water. The same HS-driven logic applies elsewhere in the region — see Importing Auto Parts from USA to Guatemala: Full Guide for a parallel parts-shipment example.
Insurance is in the duty base whether you buy it or not
Ad valorem import duties are assessed on the CIF value at the Argentine port or airport of entry. Under Decreto 1026/1987, Argentine Customs may impute an insurance value into the CIF base even if no insurance was purchased. Skipping cargo insurance does not lower your duty — it only leaves you uncovered.
Which product permits and wood packaging rules apply?
Quick Answer: SENASA intervention is mandatory for fruit, plants, flowers, vegetables and their parts, seeds, roots, rhizomes, soil, live animals and meat. All wooden packaging entering Argentina must be ISPM-15 treated and stamped. Other categories — food, cosmetics, medical devices, electrical goods — carry their own registrations you must confirm before booking.
SENASA issues the certificado sanitario or fitosanitario for the listed categories, per Resolución ANA 3751/1994, point 1.8. The permit is requested before shipment, not after arrival. A plant-product container that sails without it is a problem you cannot fix from Buenos Aires.
ISPM-15 wood packaging is non-negotiable
Argentina requires ISPM-15 treatment for all wooden packaging on imports. Pallets, crates and dunnage must be heat-treated or fumigated and carry a visible ISPM-15 stamp, under SENASA Resolución 614/2015. Untreated wood means fumigation, re-export or destruction at the importer's cost.
The cheap fix: use plastic or pressed-wood pallets. We recommend this on LCL consolidations out of Miami and Houston, where one unstamped pallet can hold the whole consolidation.
Confirm sector registrations before the purchase order
Food, cosmetics, medical devices, electrical goods and textiles all carry sector registrations and standards certificates in Argentina. Requirements, issuing bodies and lead times change often. Certain NCM positions also face licensing or restriction. Verify the exact certificate and your position's licensing status with a licensed despachante de aduana before you buy — not at the port.
For crated electronics and fragile goods, our 2026 packing guide for electronics and fragile items covers crate construction and declared-value practice that hold up under inspection.
How do Incoterms 2020 decide who issues and pays for each document?
Quick Answer: Incoterms 2020 assign document duties, not just cost. Under EXW the buyer handles export clearance; under FOB the seller clears the export and the buyer owns everything from the ship's rail; under CIF the seller buys the insurance certificate; under DDP the seller takes on Argentine import liability it usually cannot legally carry.
| Incoterm 2020 | Export clearance | Insurance certificate | Import declaration & duty |
|---|---|---|---|
| EXW | Buyer | Buyer (optional) | Buyer |
| FCA | Seller | Buyer (optional) | Buyer |
| FOB | Seller | Buyer (optional) | Buyer |
| CFR | Seller | Buyer (optional) | Buyer |
| CIF | Seller | Seller (mandatory) | Buyer |
| DAP | Seller | Seller (optional) | Buyer |
| DDP | Seller | Seller (optional) | Seller |
Why DDP into Argentina usually fails
DDP looks generous to the Argentine buyer. It makes the US seller responsible for the import declaration and duty. But that filing needs an Argentine CUIT and a despachante de aduana the seller does not have. DAP is almost always the honest version of what the parties actually mean.
Why CIF matters twice
CIF is both an Incoterm and the duty base in Argentina. Duties are assessed on cost plus insurance plus freight at the port of entry. A missing insurance certificate does not remove insurance from the calculation — customs can impute a value instead, and you lose the coverage for nothing.
Pick the Incoterm with the regime in mind. The courier threshold is measured in FOB value — USD 3,000 per shipment. Quoting CIF when you are testing the courier ceiling makes the math harder than it needs to be. And an "all-in" freight number that hides origin THC, BAF/CAF, destination THC and drayage is not comparable to an itemized quote.

Go to the calculator →Do documents need Spanish translation, apostille or legalization?
Quick Answer: Yes. Documents in a foreign language need a Spanish translation certified by a traductor público nacional, and documents issued abroad must be certified, legalized or apostilled before Argentine customs accepts them (Resolución General AFIP 3109/2011, art. 6). Allow time for the apostille and the translation, and budget for the translator's fee.
Three documents commonly need the apostille: the certificate of origin, notarized affidavits, and powers of attorney. In the USA the apostille is issued by a state authority; confirm which office handles your document before you start.
When a trade operator files on the owner's behalf, the duly certified power of attorney and the authorization to file must be attached to the file.
Why a bilingual employee cannot do the translation
Sworn translation is a specific professional act. Argentine customs accepts translations certified by a traductor público nacional registered in Argentina. An in-house translation, however accurate, is not accepted.
- Notarize the document in the USA.
- Apostille it through the competent state authority.
- Translate it through a traductor público nacional.
- Ship once the certified set is complete.
Pro Tip: order out of sequence and you pay twice
Translating before the apostille means the apostille is not inside the translated text — and the file gets rejected. Consular and translator fees change, so confirm current rates before you commit. Start this during production, not after the booking.
Step by step: from purchase order to customs release in Buenos Aires
Quick Answer: The documentation cycle runs in five stages: confirm the NCM code and permits before the purchase order, collect and legalize documents during production, release the transport document at cut-off, file the import declaration with the despachante, then clear and pick up. Most delays happen in stage one, not at the port.
- Validate the 8-digit NCM, licensing status and product permits with the despachante — before the purchase order. This stage saves or loses the shipment.
- Draft the invoice and packing list with the CUIT and Incoterm during production. Order the certificate of origin, the apostille and the sworn translation now.
- Send shipper's instructions and the B/L draft ahead of port cut-off, by the deadline your carrier or forwarder confirms. Cut-off runs earlier than vessel ETD, often by several days.
- File through the broker while the cargo is in transit. Courier or express-release the documents so they land in Buenos Aires before the vessel does.
- Clear on arrival. The selectivity channel decides inspection, and clearance time varies — confirm realistic timing with your despachante.
The eight documentation mistakes we see most
- CUIT mismatch between invoice, B/L consignee and the registered importer
- Value or quantity gaps between invoice and packing list
- Missing ISPM-15 stamp on a single pallet
- Wrong 8-digit NCM, discovered after sailing
- Consignee legal name abbreviated on the Bill of Lading
- Documents shipped without the certified Spanish translation
- Certificate of origin issued after the vessel departs
- No insurance certificate on CIF terms
Shipper's instructions and the B/L draft are due before port cut-off, on the deadline your carrier or forwarder confirms. Miss that window and a correct document file still misses the sailing — the next vessel to Buenos Aires can be a week out.
Keep the complete file after release. Argentine imports are subject to post-clearance review. Confirm the exact retention period with your broker or tax advisor.
What does it cost to ship commercial cargo from the USA to Argentina?
Quick Answer: Ocean freight to Buenos Aires depends on container size, gateway and sailing. With AB Group Shipping, a 20 ft container runs from $972 out of Miami and from $1,091 out of Houston (September 2026 quotes, port to port). The live price table under the opening answer updates itself every month.

Which gateway serves your region?
Florida ships through PortMiami. Texas and the central states go through Port Houston. California and the Southwest route via Los Angeles/Long Beach. The Northeast uses New York/New Jersey, the Southeast uses Savannah, and the Midwest moves by rail to the coast through Chicago. Ontario ships through Toronto, Quebec and Atlantic Canada through Montreal, and Western Canada through Vancouver.
Cities the price sheet does not list price off the nearest listed origin, always written "approx." with the port the cargo leaves from. A Dallas shipment, for example, prices approx. off Houston. The calculator on this page prices your exact origin.
LCL or FCL for your volume?
Below roughly 10–12 CBM, LCL usually wins on cost per cubic meter. Above that, a 20 ft container is normally cheaper — and simpler on documentation, since one House B/L covers the whole load instead of sharing a consolidation with other shippers' compliance problems.
Duties and taxes are not freight
Three charges sit on top of the freight:
- Ad valorem import duty on the CIF value, at the rate set by your 8-digit NCM code
- The 3% tasa de estadística on definitive imports for consumption, extended until 31 December 2027 (Decreto 1140/2024)
- 21% IVA (Ley 23.349, art. 28), calculated on the duty-paid base — CIF plus duty plus the statistics fee
Worked example. Say CIF is USD 10,000 and your NCM carries a 14% duty. Duty = $1,400. Statistics fee = 3% of $10,000 = $300. Duty-paid base = $10,000 + $1,400 + $300 = $11,700. IVA = 21% of $11,700 = $2,457. Your NCM rate may differ — confirm it with your despachante.
For a responsable inscripto, import IVA is usually creditable and perceptions are advance payments. Duty and the 3% statistics fee are non-recoverable costs. That distinction changes your real landed cost significantly.
Vehicles are a separate lane
General-cargo container prices do not price vehicles. A resolution of 24 July 2025 restates that the nationalisation of used vehicles is prohibited, with exceptions (Resolución 293/2025, Secretaría de Industria y Comercio). Check eligibility before you buy. See Car Shipping to Argentina Calculator: Instant Rates and Car Shipping Calculator: Canada to Argentina 2026.
RVs, semi-trucks, heavy machinery and aircraft do not fit in a container. They move on flat rack or RoRo, and a specialist quotes them after the request comes through. Breakburk, project cargo and oversized units use the custom-quote form on this page.

You need a commercial invoice (Factura Comercial), a packing list, the transport document (ocean Bill of Lading, Air Waybill or CRT), and the import declaration filed by a licensed despachante de aduana. Add a certificate of origin when a tariff preference or trade control applies, an insurance certificate, and any product permit tied to your 8-digit NCM code. Confirm the exact set with your broker before the purchase order, because the NCM decides the permits.
Yes. Argentina's régimen general requires a licensed despachante de aduana to file the import declaration, per ARCA. The only exception is the courier door-to-door regime, which waives the broker for parcels up to USD 3,000 FOB per shipment and 50 kg per package — and that waiver does not apply to ocean LCL shipments.
Documents in a foreign language need a Spanish translation certified by a traductor público nacional, and documents issued abroad must be certified, legalized or apostilled (Resolución General AFIP 3109/2011, art. 6). The practical approach is to issue the invoice in English and Spanish and order the sworn translation while the cargo is still in production. Allow several business days for the apostille.
No, US-made goods do not receive Mercosur preferential duty treatment, so a MERCOSUR form will not reduce the duty on US-origin cargo. Certificates of origin for US exports are issued by a local chamber of commerce and are still required when Argentina applies a trade control to your NCM position. Argentina's duty rate comes from the 8-digit NCM code of the Mercosur Common Nomenclature.
It depends on the selectivity channel your declaration draws — Argentine imports run through four channels: green, orange, purple and red (ARCA RG 743 and RG 5644/2025). Green releases fastest; red means documentary review plus physical inspection. Clearance time varies, so confirm realistic timing with your despachante and watch your free time to avoid storage and demurrage.
The shipment sits under customs control until the file is complete, and storage, demurrage and detention charges accrue in the meantime. A missing ISPM-15 stamp on wooden packaging can force fumigation, re-export or destruction at the importer's cost. The fix is always upstream: validate the document set and the NCM code before the cargo ships.
